Notification of first-time login for new users with SSO AutoCreate

Customer requests an email notification when a newly created user account logs in for the first time. The user accounts are SSO AutoCreate. This will help with managing licenses. and specifically transferring data from one account to another which cannot occur unless the target account exists.
