In our case, all users should have access to contacts sent to and from our domain, but users sometimes override the contact owner when uploading mail lists, which prevents the contact from receiving messages in other lists the contact is in.

We've had politemail run scripts to correct it periodically, but we would like a way to prevent it from happening in the first place.
