Add an App Setting to Exclude Signatures and PoliteMail Footers From Metrics

Add an app setting to exclude links from signatures and PoliteMail footers from metrics such as clicked, didn't click, click rates, etc. and from reflecting the results in the heatmap. It would also be beneficial to exclude this data from the read time information.

The default app setting would be that the links within signatures and PoliteMail footers would not impact metrics and there would be an override option per message.
