Allow for importing HTML for different template sections - i.e. headers, subhead, etc.

Hello. I believe these two articles will help with what you are trying to do. Anything imported will still need to be within the limitations of Outlook.

Can you import your own template in Politemail or do you have to recreate using Content Builder?
