Disable Outbox Sending Option

Some users have accidentally clicked Outbox when connecting to PoliteMail, and have inadvertently sent out messages via Outbox instead of server.

It would be beneficial to provide a means to completely disable Outbox sending to prevent this from happening.

    This is available in versions 5.45.6262.4350+!
