Warning/Autocorrect for % Encode Characters

Since PoliteMail knows what special characters it can or cannot support, add auto %encoding in embedded and tracked links to automatically replace a ' to a %27.

If this is not possible, then I suggest adding a warning if a link does contain a special character that is not supported by tracking to notify the user that the URL will not work after being sent.
