As of now, senders have to check this option each time. Having the option to apply it broadly would prevent the accidental sending of an email without the box checked and the potential for executives to get a high volume of out of office replies when an email is sent on their behalf.

This is not the same. I am proposing the ability to apply this broadly to all messages sent from an account. The reason for this is that we are sending from executives and email accounts to very large lists and if the sender forgets to suppress auto replies for a specific message, the leader gets inundated. If we could apply this automatically to all emails sent, we could avoid this problem.
