My Exchange team gives me a hard time at least once a week regarding large message sends. I really, really, really need a method to throttle a message where the recipient list was created as an uploaded CSV. Exchange groups are not an option. Currently, our SMTP relay gets flooded and sometimes crashes the servers.

I'm referring to the number of messages/sec or /min. Over a single connection, the server can relay thousands of messages per min. I've already discussed this setting with support and they agreed that it won't limit the number sent.
Hi, Eric. IIS allows you to limit the number of simultaneous outbound connections. If you right click on the server you want to work with and select 'Properties', you should see the dialog box similar to the screenshot I've attached.
